Relevant Project Experience

Systems Project Engineer / Construction Manager, San Diego International Airport, AECOM Transportation; Oct 2006 – August 2009
Worked with the Project Manager as the technical contact for the planning and design consultants during design process. Coordination of site surveys and coordination of consultant interactions with other projects and SDCRAA departments. Performs technical inspections for existing conditions and during construction or system implementation for contract compliance. Tracks standards compliance and is a technical reviewer of specifications, plans (drawings) and technical submittals. Under general direction, performs construction management of airport facility construction projects including airside and terminal projects; interprets plans, details and specifications to ensure construction and contract compliance; oversees the change order process; oversees the activities of construction inspectors; trains and supervises construction inspectors. Maintains project documentation through review of Construction Inspectors’ daily status reports; charts progress of contract schedules via regularly scheduled meetings; reviews, ensures utilization of shop drawing submittals; process and ensure incorporation of RFI’s; review contractor change orders and make recommendations for changes; incorporate change orders; facilitates pre-bid, pre-construction, and regularly scheduled construction meetings.

Construction Inspector, SeaTac International Airport, RCT Engineering, Seattle, Washington; Feb 2001 – Jun 2005
$6.0 Billion Capital Improvement Expansion Program at the Seattle-Tacoma International Airport: Recruited by RCT Engineering to perform communications systems inspection of a variety of infrastructure projects valued at over $50M. Projects included the installation of optical fiber backbone structure for the airport complex; construction of a combined fire/police/security communication control center and thirty (30) communications rooms; implementation of security systems, voice-paging systems, flight and baggage information display and SCADA systems throughout complex; seismic improvements and the erection of bracing on the Ticketing, Mezzanine and Penthouse levels of Main Terminal. Specific duties included assisting Resident Engineers with interfaces between owner and contractor, reviewing contract drawings and specifications, site survey, estimating, construction bulletin generation, red-line verification, performing quality assurance inspection and oversight for all trades for up to seven simultaneous projects, and conducting meetings and coordination for construction management, inter-contractor and contractor / owner coordination, progress and start-up activities.

Telecommunications Mechanic, Wright Patterson Air Force Base, Oneida Communications; Oct 2005 – Feb 2006
Specific duties included: Installation of telephone cable up to 3600 pairs. Assist with cable breakout and splicing. Install and repair telecommunications routes including but not limited to manholes and conduit runs.

Low Bit Rate Video Engineer Aug 1998 – Feb 2001 & Plant Networking Specialist Aug 1994 – Sep 1997, China Lake Naval Air Warfare Center [NAWC], OAO Corporation, Ridgecrest, CA
Specific duties included: Location, identification, and resolution of systemic telecommunications system failures. Provided technical support of installation, repair and maintenance of data, video, and audio LAN/WAN systems located at NAWC China Lake.

Project/Integration Manager, Kuala Lumpur International Airport, Malaysia, Sapura Tomen Harris [STH] Consortium; Sep 1997-Jun 1998
Coordinated all activities pertaining to the implementation of media and equipment in 75+ Satellite Equipment Rooms [SER] located throughout the airport infrastructure. Responsibilities included managing the proper installation of ATM switches, FDDI, CCTV/MATV, security systems, UPS equipment, and fiber optic/copper cable installations. Verified all room and rack drawings to make engineering changes as needed. Evaluated network installation and cable management, and supervised installation crews for proper installation technique.

Communications Supervisor, China Lake NAWC, Octagon / Octacom Inc., Ridgecrest, CA; Jul 1989 – Aug 1994
Assigned as Supervisor for the Communications section of the Instrumentation Branch at the Electronic Combat Range Department. As such, duties included planning, organization, and coordination of daily operations of the base communications shop. Responsible for the operation and repair of the range communications systems, consisting of the design, installation and maintenance of single and multimode fiber optic links including digital and analog multiplexing of video, audio and data communications. Certified repair of Department of Defense cryptographic equipment. Held Top-Secret clearance. Awarded 1993 Employee of the Year.

Specific duties included installation, operation and maintenance of naval communication systems and navigational aids at Naval Air Stations. Experienced in the maintenance and operation of Air Surveillance and Precision Approach radar.
