So whats a handhole???
I don't want to sound stupid but I was in a conversation with a guy who does outdoor lighting and told me he installed a handhole and spliced from there.
I would use the term "Quazite Box" before I'd use the term handhole. I guess that's the brand I use most. Handhole box is code book terminology.
The handhole also describes the approximately 3x5 hole in a site lighting pole used to access the wiring connections (or steal wire, if you're a thief, depending).
AKA local trade name "Christy Box" - by you guessed it "Christy" who has the local lock on the market. As far as Handhole I would opt for definition #2 - For a lighting pole....

Why, where in the NEC does it say a hand hole can't fill up with water?
it doesnt. the poco around here writes there own requirements and gives us a book thats similar to a code book and we have to follow or they dont turn power on
