Hot firewall penetration support

I was recently in Orlando, Fl installing cat. 5 cables. Some of these cables had to penetrate firewalls. The inspector had me tie up the cables at 12'' before and after the firewall penetration, but gave me no reference for this rule. I know it comes from the Nation Fire Code....... something, but would like the exact location so I can see what it says...... Dave
